       The Laboratory of the Civic and Municipal Affairs Bureau is a subordinate division of the IACM, which continually enhance its standards of testing services and protect public health with a serious, scientific and righteous attitude.


       The Laboratory consists of seven testing groups, focusing on water and environmental chemistry, food chemistry, pesticide residue inspection, veterinary inspection, food microbiology, water microbiology and microbiology identity, as well as on-site water quality monitoring and water sampling. The Laboratory has advanced testing instruments such as liquid chromatography-tandem mass spectrometry (LC/MS/MS),  inductively coupled plasma-mass spectrometry (ICP/MS) , high performance liquid chromatography (HPLC), inductively coupled plasma atomic (ICP), , gas chromatography-mass spectrometry (GC/MS), gas chromatography (GC), ion chromatography (IC), immuno diagnostic assay system (VIDAS), biochemistry analyzer (VITEK), polymerase chain reaction instrument (PCR) and  NucliSens Reader. These instruments are used for analyzing physical and chemical parameters, additives, heavy metals, pigments, organic substance, pesticide residues, veterinary drug residues, bacteria an avian flu virus, etc. All key analytical instruments are calibrated by accredited calibration laboratory.


       Since receiving the ISO/IEC 17025 laboratory accreditation from the China National Accreditation Committee for Laboratories in 2003 (now known as China National Accreditation Service for Conformity Assessment, CNAS), the Laboratory continuously improves its quality management system and test quality. At present, 82 water parameters and 141 food parameters offered by the Laboratory have received accreditation.


       The Laboratory always places great importance on quality assurance and quality control on its services. QA/QC programs are developed every year to monitor laboratory environment, instruments, reference standard/reference material, laboratory reagents, staff capability, test methods and quality control charts. The Laboratory also conducts random check on internal raw data, method verification, parallel test on new and old methods, uncertainty evaluation, and participates in proficiency testings.


       Currently, the Laboratory has participated in more than 190 proficiency testings (laboratory performance evaluation tests) conducted by  Chinese and overseas authorities, such as the Wadsworth Center of the New York State Department of Health and the Environmental Resource Associates of the US, Proficiency Testing Australia, National Association of Testing Authorities and IFM Quality Services Pty Ltd of Australia, CNAS, Certification and Accreditation Administration of the People's Republic of China (CNCA),  Food Analysis Performance Assessment Scheme (FAPAS), Food Examination Performance Assessment Scheme (FEPAS), Laboratory Environmental Analysis Proficiency (LEAP) of the Food and Environment Research Agency of UK. More than 600 parameters are being tested and have achieved satisfactory results demonstrating the proven technical capability of the Laboratory.


       Furthermore, the Laboratory also maintains a perfect documentation management system, storage management system, incident reporting system, sample receipt/registration system and reporting system, ensuring its quality assurance system as a whole can effectively function.
