Following our success in 2008 of passing the performance pledge certification assessment conducted by the Public Service Evaluation Committee, the IACM applied last year for the assessment again and awarded certification on 60 internal service items, which include 69 internal service performance pledges involving 92 performance quality standards. In addition to the 63 certified external services, which include 72 external service performance pledges involving 73 performance quality standards, the IACM has obtained performance pledge certification on a total of 123 service items, which include 141 service performance pledges involving 165 performance quality standards. Since the certification will expire on November 27 of the year, the bureau will continue to follow up with the progress of re-assessment for this year, and implement the performance pledge certification assessment system under the plan of public service reform.
In 2010, the IACM will continue to uphold the principle of putting people’s interests first, to provide more convenience, efficient and quality services to the public. The bureau will also continue to be pragmatic in further implementing and extending the coverage of our service performance pledge, aiming to achieve certification on more service items under the service performance pledge system.

In December 2008, the IACM successfully passed the performance pledge certification assessment conducted by the Public Service Evaluation Committee, and was commented as "qualified". This certification is valid for a period of two years. Our success is attributed to the efforts and cooperation among our colleagues from all IACM departments. It also marks our persistence in our principle to provide quality service is recognised by the Public Service Evaluation Committee. The performance pledge certification lays a solid foundation for our diverse and quality public services in the future,
Moreover, to realise our belief in continuous improvement, the IACM will further implement and extend the coverage of our service performance pledge. We will continue to review our service quality to achieve continuous improvement and enhancement.

According to Chief Executive Order No. 69/2007, the IACM should submit its official application for certification assessment to the Performance Pledge Certification System Evaluation Committee before 30 September 2008. To enhance the effectiveness and efficiency of its services, the bureau is planning to implement performance pledge on its current services in phases and widen the coverage of its services year by year. In 2009, the IACM will follow its plan and objectives to pursue performance pledge certification on about 50 service items. The certification applications for the remaining service items will be dealt with according to short-term, medium-term and long-term plans, targeting to implementing performance pledge on an additional 5% of its services per year. Meanwhile, for those services which have received certification will be constantly analysed, assessed and reviewed each year to refine and adjust their standards according to actual circumstances in order to improve the quality of various services.
